  4.     The Israel Defense Forces have identified and banned a new
  5. form of subversion: intifadeh by facsimile machine. Last week
  6. the I.D.F. ruled that residents of the Gaza Strip can no longer
  7. own or operate faxes without a special license. There were fewer
  8. than 15 machines in the hands of Gaza's Palestinian residents,
  9. but most of them were at the offices of local press agencies
  10. that sell reports on the uprising to the international media.
  11. The restriction already exists for Palestinians in the West
  12. Bank.

  14.     This antifax action could be a mistake, the Israeli daily
  15. Ha'aretz said, because it "will obviously serve as a juicy news
  16. item throughout the world." Since the occupation of Gaza and
  17. the West Bank is "unjustified" and "foolish," said Knesset
  18. member Ran Cohen, a peace activist, "such occupation produces
  19. foolish and cruel orders." But the Israelis have banned
  20. communications before. From February 1988 to February 1989,
  21. Palestinians in the occupied territories were forbidden to make
  22. overseas phone calls.
